Siblings Indicted in $80 Million Franchise Supplier Scheme

A federal grand jury has indicted Janet Risi Field and her brother Steven Louis Risi in connection with an alleged fraudulent scheme that reportedly cost Subway franchisees over $80 million. Janet Risi Field, 66, who previously led the Independent Purchasing Cooperative (IPC)—a nonprofit tasked with securing supply deals for Subway franchise owners—faces serious charges linked to her tenure from 1996 to 2021.

Prosecutors claim that Risi Field engaged in secret agreements with vendors, allowing her to receive kickbacks from contracts. Allegations suggest that shell companies were involved in collecting more than $60 million from these illicit arrangements. This money is reportedly linked to personal expenditures, including the purchase of multiple homes in Florida and North Carolina, luxury items, and payments for household staff.

After being removed from her position at IPC in 2021 for unrelated issues, Risi Field departed with a severance package exceeding $6 million. The indictment does not specifically name Subway but describes it as “an American multinational fast-food chain that specialized in submarine sandwiches and had over 20,000 locations in North America.” Both Risi Field and her brother face the possibility of up to 20 years in prison if convicted.

Why this story matters:

  • The potential financial impact on Subway franchisees and the integrity of franchise supply chains is significant.

Key takeaway:

  • Allegations of systemic fraud highlight vulnerabilities in nonprofit management within franchise systems.

Opposing viewpoint:

  • Some may argue that the responsibility for oversight lies not only with individual executives but also with the broader regulatory framework governing franchise operations.
