Burgum emphasized Roosevelt’s critical role in reforming football during the 1905-06 season, when the sport was perceived as increasingly dangerous due to brutal playing styles. He noted that Roosevelt’s intervention led to crucial rule changes, including the legalization of the forward pass and the establishment of a neutral zone, transforming football into a safer and more structured game.
